Weather forecast weirdness

There is a special weather warning today for my location
...A CLUSTER OF BRIEF SHOWERS THAT MAY CONTAIN A FEW EMBEDDED THUNDERSTORMS WITH SMALL HAIL AND BRIEF STRONG WIND GUSTS CROSS THE REGION BETWEEN 3 AND 7 PM...
The hourly forecast on the same weather-site shows sunny to partly cloudy conditions from now (6 am) until 3 pm ... but THAT'S where the red warning label is stuck.

Shouldn't the red warning label be stuck where the hourly forecast says "increasing cloudiness" and "possible thunderstorms"?
